About the Programme
Fiscal Governance for Local Reconstruction and Recovery (FG4R) programme supports Ukrainian cities in maintaining effective public financial management by enhancing their capacities in strategic budgeting, revenue and debt management, internal control systems, and public investment planning.
About us
Through these efforts, the programme helps local governments ensure transparency, attract investment, improve service delivery, and strengthen the trust of citizens and international partners during recovery and reconstruction.
FG4R operates in five Ukrainian cities providing expert support on key directions:
Analysis and progress monitoring of public finance management systems in partner cities.
Joint development and implementation of reform roadmaps in collaboration with partner cities.
Piloting of tools for revenue management, internal control, investment planning and budget transparency.
Development and testing of digital solutions, including dashboards, automated reporting, and integration with national information systems.
Professional development of practitioners through training, advisory support, and peer learning.
Scaling up successful approaches and facilitating knowledge exchange through communities of practice and dialogue platforms.
Cooperation with the Ministry of Finance of Ukraine to align local-level solutions with national fiscal policy and reform priorities.
Partnership
FG4R coordinates with the Ministry of Finance of Ukraine and central government bodies, as well as with international partners and expert organisations, while maintaining a multi-level dialogue with local governments.

The programme is implemented with the support of Switzerland.
Programme Components
FG4R is structured around four core components.

Budget Accountability and Transparency
The introduction and development of internal control and internal audit tools. Participatory budgeting and citizens’ budget.

Revenue Mobilisation and Debt Management
Increasing revenue through the introduction of tools for managing local taxes and charges, as well as debt obligations.

Strategic Budgeting and Public Investment Management
Improvements to strategic budgeting, in particular the medium-term budgeting framework (MTBF), public investment management (PIM), and gender- and climate-responsive budgeting (GRB & CB).

Knowledge Capture and Exchange
Experience exchange between partner cities and beyond. Capture and dissemination of accumulated knowledge and good practices.
Geography
FG4R promotes knowledge dissemination beyond the directly participating cities through peer-learning networks and national-level dialogue platforms.
